What is the School of Health Sciences (SHS) ?
Unit of UP Manila, the Health Science Center, under the UP System organized in 1976
Pioneer and leader in ladderized curriculum for the health profession
Main campus in Palo, Leyte
Extension Campus situated in Baler, Aurora
What is the goal of the school?
Train midwives, nurses and doctors who will stay and serve in the Philippines rather than go abroad.
What are the special privileges of an SHS Student?
All students of SHS are “Iskolar ng Bayan”
They do not take the UP College Admission test which is very competitive
Their entry, education and service leave are supported by the community in the form of allowances for accommodation, food transportation and lodging.
They do not pay tuition fee.
How are the scholars trained?
Physicians Licensure Exam

20 quarters (5 years)
Service Leave and Nurse Licensure Examination
BS NURSING
5 quarters (15 months)
Service Leave and Midwifery Licensure Examinations
CERT. IN COMMUNITHEALTH WORK (MIDWIFERY)

Who can become a scholar?
High school graduate
Preferably 16-25 years old upon admission
May have had not more than one year of college experience
Out of school youth who has preferably, not been out of school for more than 3 years
Comes from a depressed community in dire need of workers distant from health facilities
Parents and scholar are permanent residents of the community sending the scholar
Must have resided in the sending community for at least 1 year prior to the nomination
Nominated by the community through a barangay resolution signed by a simple majority of household heads.
Family income of Php 100,000 or lower
Physically and mentally fit
COMMITTED TO STAY AND SERVE IN UNDERSERVED AREAS OF THEIR MUNICIPALITY/PROVINCE/REGION
Outstanding BHW and TBAs are encouraged
How does one become a scholar of SHS?
There are five levels in the recruitment and selection process, with its own composition and defined functions.
1. SHS Recruitment and Admissions Comittee (RAC)
Composition: College Secretary (Chair),
4 Faculty Representatives
Functions:
Identifies target provinces.
Communicates with target provinces through the Governor
2. Provincial Recruitment Committee (PRC)
Composition: Governor (Chair),
IPHO
DILG Rep, Health Related
NGO Rep,
Dep Ed Rep ( Superintendent )
Functions:
Allocates slots to municipalities
Informs them through the Mayors
3. Municipal Recruitment Committee (MRC)
Composition : Mayor (Chair)
MHO
DILG rep
Dep Ed rep (Supervisor of Principal)
BHW Assn President
Functions:
Indorses Municipal nominees to SHS
Selects barangay in need of health workers and facilities from which the scholars will come from.
Informs target communities of the scholarship
Coordinates with the Sagguniang Bayan for the preparation of a Municipal Ordinance providing for financial support for the scholars and the commitment to employ them after graduation
Evaluates documents of scholars nominated by the barangay Indorses from the barangay to the SHS
4. Barangay Screening and Nominating Committee (BSNC)
Composition: Barangay Captain,
Dep Ed Rep (Principal),
Three community members elected at
large who are not related to the
prospective nominee
Functions:
Informs the community of the scholarship, qualifications and documents to prepare
Accepts nominations for the scholarship
Assists the nominee in preparing the required documents.
Calls a Barangay Assembly of Household heads to present the nominees.
5. Barangay Assembly
Composition: Household Heads
Functions:
Endorses the nominee with documents to the MRC.
Selects from the applicants their nominee for the scholarship
Makes a Barangay Resolution signed by a simple majority of household heads endorsing their nominee and stating the support they will provide.
Scholars may also be nominated by NGOs who shall provide funds for the scholarship. Children of BHWs or outstanding BHWs who meet all the qualifications mau also apply through the DOH under RA 7883.
What documents must be submitted with the nomination?
Indorsement of the Municipal and Provincial Recruitment Committee
Barangay Resolution signed by at last a simple majority of household heads
Community profile on population, total households, list of household heads, morbidity and mortality, malnutrition status, distance of community to RHU and nearest hospital, RHU health manpower complement
Certification that the nominee and parents are permanent residents of the sponsoring barangay
Certification that the nominee has physically resided in the nominating barangay for at least 1 year prior to the nomination
High school card
Transcript of Records and Honorable Dismissal for those with college experience
Birth Certificate issued by NSO.
Medical Certificate with Chest x-ray, CBC and urinalysis
Recent Income tax return and W2 of both parents or Certificate of Tax Exemption issued by the BIR for those who do not file income tax
Contract between the scholar and community signifying the community’s support for the scholar and the scholar’s commitment to render return service after completion of the course signed by the scholar , parents and Barangay Captain/Municipal Mayor
Municipal Ordinance indicating the support to be provided by the LGU and the commitment to employ the scholar after graduation.
