UP Manila Provides Technical Assistance to the Curriculum Development of Nursing and Public Health Courses in New Tarlac Provincial College

In a meeting with University of the Philippines Manila officials on May 26, 2026, Tarlac Provincial Leaders expressed optimism that the proposed public health and nursing programs could help address workforce shortages, strengthen provincial healthcare systems, and create more responsive health science programs aligned with community needs. Academic and health leaders from the University of the Philippines Manila are providing technical assistance to the Provincial Government of Tarlac in developing the curricula for the Bachelor of Science in Nursing and Bachelor of Science in Public Health programs at Tarlac Provincial College. The collaboration aims to ensure that both programs meet national standards and respond to local healthcare needs. 

The collaboration was discussed during the signing of a Memorandum of Understanding (MOU) on May 26, 2026, allowing for partnerships on education and research between the provincial Government of Tarlac and UP Manila. The MOU also paves the way for joint research projects, consultancy initiatives, and faculty and student exchange programs. In particular, the partnership meeting focuses on the provision of technical assistance in the development of the curriculum for the BS Public Health course and BS Nursing for the new Tarlac Provincial College. 

The ceremony was attended by Tarlac City Mayor Susan Yap, Governor Christian Tell Yap, and staff members from the Public Employment Service Office (PESO), consultants, community development workers, and health and academic leaders of the province. The discussions were led by Chancellor Michael Tee, College of Public Health (CPH) Dean Fernando Garcia Jr., College of Nursing (CN) Dean Sheila Bonito, and Director Vivien Fe Fadrilan-Camacho from the Office of the International and Local Linkages. 

In the meeting, the Tarlac provincial officials expressed their vision of creating nursing and public health programs that will help respond to the province’s urgent shortage of community health workers.  

In 2025, a delegation from the Provincial Government of Tarlac came to UP Manila and benchmarked the best practices from the College of Public Health and the College of Nursing as a guide for the development of the said programs in Tarlac Provincial College.
