Quality Assurance and Legal Offices Lead Flag Raising Ceremony

The Quality Assurance Office and the Legal Office co-hosted the flag ceremony March 17, 2026, at Joaquin Gonzales Hall.

In celebration of Women’s Month, Assistant Director Emely D. Dicolen delivered an inspiring message to the women of the university.

“We are all the modern-day Babaylans, women whose voices guide, heal, and inspire communities. To my fellow Babaylans, we are stronger than we think we are. We are more compassionate than what we think,” Assistant Director Dicolen remarks.

During the flag ceremony, Assistant Director of Quality Assurance Office Emely D. Dicolen remarks how Filipino women are more “empowered, enduring, nurturing, and sacrificing,” because they are modern babaylans.

Dr. Johanna Patricia Cañal, vice chancellor for administration and finance, congratulated the QA office on its outstanding performance.

“UP Manila ang pinaka-busy na Quality Assurance (QA) office kasi nga may ISO (International Organization for Standardization) na tayo may, PAASCU (Philippine Accrediting Association of Schools, Colleges and Universities) pa, may AUN (ASEAN University Network). Congratulations,” said Dr. Adevoso-Cañal.

The ceremony concluded with remarks from Chief Legal Officer Ruel B. Nario, who encouraged the community to remain steadfast despite global uncertainties.

“…nakikita natin yung mainit at lumalagablab na labanan sa ibang bansa. Ito’y hindi, ika nga, dahilan para rin tayo ay manglumo. Tuloy pa rin ang laban. Kaya itong linggo na ito, ating pagbutihan ang ating mga trabaho, itaguyod natin kung ano ang lehitimo ng ating universidad,” said Atty. Nario.
