
As part of the Civil Service Commission’s mandate under the FY 2025 General Appropriations Act, the Commission is conducting the Stakeholders’ Rating Survey on CSC Policies from October 20 to November 07, 2025. This survey aims to gather valuable feedback from Human Resource Management Officers (HRMOs) and JOCOSC6 on selected Commission-approved policies. This initiative is also aligned with Joint Memorandum Circular No. 2025-01 of the Department of Budget and Management (DBM) and the National Economic and Development Authority (NEDA), issued in July 2025, which prescribes the Revised National Evaluation Policy Framework (NEPF) of the Philippines. The survey will assess CSC policies based on the Revised NEPF criteria: Awareness, Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability. The policies covered under the FY 2025 survey cycle are as follows:
1. CSC Resolution No. 2301123 – Grant of Career Service Eligibility-Preference Rating (CSE-PR) for Specific Workers Based on Length of Service and Work Performance;
2. CSC Memorandum Circular No. 5, s. 2024 – Amendment to Section 7a.8 (Signature of the Appointing Officer/Authority) of the 2017 ORAOHRA, as Amended.
In this connection, we kindly request your participation in the survey, which will run from October 20 to November 07, 2025. We would also appreciate your assistance in cascading the survey to all JOCOSC6 personnel within your jurisdiction.
