About the Lecture
What does it mean to protect the right to health and human dignity of persons deprived of liberty?
This lecture examines health care in places of detention through a human rights- and dignity-centered lens. It will introduce the foundations of human rights, the rights of persons deprived of liberty, and the State’s obligations to respect, protect, and fulfill the right to health.
The discussion will highlight key principles of a rights-based approach to health in detention, including participation, accountability, non-discrimination, transparency, human dignity, empowerment, and the rule of law, and examine relevant international and national legal standards. It will also discuss human rights concerns that may arise in detention settings and the vital responsibility of health professionals in safeguarding **health, dignity, and humane conditions for all.
About the Speaker
Dr. Nymia Pimentel-Simbulan is a respected public health scholar, human rights advocate, and retired Professor of Behavioral Sciences at the University of the Philippines Manila, where she also served as Vice Chancellor for Academic Affairs.
She currently serves as Executive Director of the Philippine Human Rights Information Center (PhilRights), a member of the Philippine Alliance of Human Rights Advocates (PAHRA). Her extensive work encompasses human rights education and training, research, information and advocacy, and the monitoring and documentation of human rights issues, particularly those involving economic, social, and cultural rights.
Dr. Simbulan has also served as an invited speaker in the ICRC–UP Manila Health in Detention Short Course, where she has shared her expertise on rights-based health care and the dignity and rights of persons deprived of liberty.
