HRDO Honors Offices and Top Employees for Full Compliance and Lifelong Learning

The University of the Philippines Manila Human Resource Development Office (HRDO) recognized outstanding offices and personnel during the Feb. 23, 2026, Flag Raising Ceremony held at the Joaquin Gonzales Compound, honoring units with full compliance in key administrative submissions and employees who demonstrated exceptional commitment to professional development.

The recognition ceremony formed part of HRDO’s continuing efforts to strengthen accountability, transparency, and a culture of lifelong learning across the University. HRDO Director Michael Antonio Mendoza reminded attendees that compliance is part of public service, emphasizing that submission of required reports is “isang maliit na bahagi ng ating katungkulan bilang kawani ng gobyerno.” He added that timely compliance contributes to UP Manila’s drive,

“to be an excellent office sa pagbigay natin ng serbisyo sa publiko.”

Chancellor Michael Tee commended HRDO for its leadership and emphasized that performance systems such as IPCR and OPCR are aligned “all in the intention of making sure that we are all working together towards a common goal and common vision.” He also noted the improvement in compliance rates, saying that with 93% submission rate is higher than last year.

Meanwhile, Vice Chancellor for Administration and Finance Johanna Patricia Cañal expressed optimism for even greater compliance in the future. “Honestly, gusto ko next year wala na ito. Kasi by next year ang ibig sabihin 100% lahat,” she said, underscoring that compliance should already be standard practice. She also announced that a software system developed by the Information Management Service will soon be made available to help ensure ease of reporting and full compliance.

These offices were commended for their diligence in meeting institutional requirements, reinforcing good governance and operational efficiency within the University.

Top 5 Employees with the Highest Training Hours

HRDO also recognized employees who logged the highest number of training hours through the University’s Learning Management Site, ACADEMY. Leading the awardees was Dianne Catam-isan of the College of Allied Medical Professions with the highest training hours, followed by Ronald Movilla of the School of Health Sciences – Palo, Jonalyn Discipulo of the Research Grants Administration Office, Mary Josephine Yepes of the College of Dentistry, and Felix Alipasa Jr. III of the National Institutes of Health – Newborn Screening Reference Center.
