The College of Nursing called on nursing leaders, nursing specialty groups, and regulatory bodies at the Commission on Higher Education (CHED), Department of Health (DOH), and Professional Regulation Commission to support the development of Advanced Practice Nursing (APN) in the country as an essential strategy to strengthen health systems and in the implementation of Universal Healthcare. The National Policy Dialogue was held on April 2, 2025, at Sotejo Hall, College of Nursing, with Howard Catton, Chief Executive Officer of the International Council of Nurses, as keynote speaker.
Included in the event is a panel discussion composed of the education sector, led by Milabel Ho, Chair of the CHED Technical Panel for Nursing; Merle Salvani, Professional Regulatory Board of Nursing member; and Johanna Banzon, director of the DOH Health Human Resources Development Bureau. The discussion centered on efforts to ensure that advanced practice nursing is established in the Philippines. Ho described the educational preparation needed for an APN—a Master of Science in Nursing with different specializations—while Salvani discussed the challenges of passing the Comprehensive Nursing Bill. This proposed law contains provisions for advanced practice nursing, including the scope of practice, types of practice, and other work conditions. Banzon tackled the current Nurse Certification program that prepares nurses for specific roles and tasks in hospital nursing.
Also in the event, UP President Angelo Jimenez highlighted the work of Filipino nurses and described them as “the best global ambassadors.”
A Call to Action issued by Sheila Bonito, dean of the UP College of Nursing, has already been signed by 108 individuals representing different nursing organizations and sectors. It highlighted the need for a proactive approach to integrate APNs into the healthcare system.
“We must work together—healthcare professionals, policymakers, and advocates—to achieve the full potential of advanced practice nursing in the Philippines. We enjoin everyone to advocate for meaningful change and help ensure that nurses have the resources and support they need to deliver quality care to all, including a supportive legislative framework for advanced practice nursing in the Philippines,” she said.#
