Tarlac Explores UP Manila’s Public Health and Nursing Model for Provincial College

UP Manila faculty and officials with the delegation from the Provincial Government of Tarlac during their benchmarking visit.

A delegation from the Provincial Government of Tarlac visited the University of the Philippines Manila on Dec. 4, 2025, at the CPH Annex building to benchmark the best practices of the College of Public Health (CPH) and the College of Nursing (CN) as the province moves forward with plans to establish its own Provincial College.

“We are here to discuss the five-year program. So, we want to hear from all of you the best practices,” said Engr. Erick Jaie David, one of the consultants helping design the planned Provincial College. The visit forms part of Tarlac’s education-centered governance thrust, “Edukasyon Muna, Tao Muna,” aimed at strengthening access to health and allied health programs for young Tarlaqueños, supported by the province’s existing hospital network and grounded on the demand for nurses and public health workers. The visit aimed to guide the new college by learning from UP Manila’s programs. 

Dr. Maria Margarita Lota, Chair of the BS Public Health Program Committee, discussed the public health curriculum and highlighted the college’s strong foundation in research and community practice while emphasizing professional tracks in Medical Laboratory Science and Population Health. Meanwhile, Assoc. Prof. Peter James Abad, Chair of the BS Nursing Program, discussed CN’s outcome-based curriculum and emphasized its strong clinical partnerships with the Philippine General Hospital, where students rotate through nearly all units.

The event concluded with an open forum, exchange of tokens, and expressions of interest for future collaboration.

The Tarlac delegation also included Mylene S. Eustaquio, Provincial Assistant PESO Manager / Community Affairs Officer III; Jeremiah Paul C. Silvestre, Provincial Education Program Specialist; John Paul Tanhueco, Community Affairs Officer; and Jerelyn Victoriano, Consultant.
