The University of the Philippines System has approved the adoption of a Flexible Work Arrangement (FWA) across all its constituent units, as outlined in OVPA Memorandum No. ACR-24-50, dated 19 March 2024.
This policy update follows the agreement made during the System Fiscal Policies and Operations Committee (SFPOC) meeting held on March 5, 2024, and aligns with Civil Service Commission (CSC) Memorandum Circular No. 06, s. 2022, which sets guidelines for FWAs in government agencies beyond disaster or emergency situations.
All Constituent Universities, including UP Tacloban College and UP Philippine General Hospital (PGH), are directed to draft internal FWA policies tailored to their operational needs and workforce capacity. These policies must guarantee continuous public service delivery from 8:00 AM to 5:00 PM, including during lunch breaks, throughout the workweek.
UP PGH, as a tertiary hospital, may continue to require full onsite reporting based on its discretion.
Internal FWA policies must be submitted to the Office of the Vice President for Administration (OVPA) for reference.
This move reflects the UP System’s commitment to promoting work-life balance, efficiency, and adaptability while maintaining quality public service.
