UP Manila Enforces Strict No-Smoking Policy Across Campus
In compliance with Executive Order No. 26 and the University of the Philippines (UP) System’s ongoing commitment to promoting health and well-being, UP Manila has reaffirmed its strict no-smoking policy. This initiative aligns with the University’s broader health objectives and legal obligations, reinforcing the institution’s role in safeguarding public health within its community.
The no-smoking policy, originally established under Administrative Order No. PERR-07-70 in 2007, prohibits smoking in all areas of the UP Manila campus, including the Philippine General Hospital (PGH) compound and the School of Health Sciences in Palo, Leyte. The policy also extends to the prohibition of tobacco sales and advertising within the campus grounds.
Key highlights of the policy include:
Comprehensive Smoking Ban: Smoking is strictly prohibited in all academic zones, buildings, and business concessions within the UP Manila campus. This includes entrances, exits, and other public areas such as parking lots and gardens.
Designated Smoking Areas: For large campuses within the UP System, specific smoking areas may be designated but must be located outside of buildings and away from places where non-smokers frequently pass. However, in UP Manila, no such areas will be allowed within the campus.
Strict Enforcement: Deans, directors, and heads of offices are tasked with ensuring compliance within their respective areas. Violations of this policy will result in disciplinary action, with consequences ranging from simple misconduct for first offenses to grave misconduct for repeat offenses.
Tobacco Sales and Advertising Ban: The policy enforces a complete ban on the sale and advertisement of tobacco products within the campus. Business concessionaires within UP Manila are required to comply with this rule, ensuring a smoke-free environment for all.
Health Promotion and Smoking Cessation: UP Manila is committed to providing support for those who wish to quit smoking. The university will establish smoking cessation services in all its medical facilities, offering counseling and medical interventions as needed.
