The Office of the Chancellor is the top executive office of UP Manila. It supervises campus operations through the related offices of the Vice Chancellors.
The chancellor has a term of three years without prejudice for a second term following a democratic selection process. The chancellor is the chair of the University Council and ex officio member of the University Assembly of UP Manila, a body stipulated under the 1988 Reorganization of UP Manila that was supposed to complement the UC. Implemented for some years starting in 1988 until the early 2000, the University Assembly is now a defunct structure.
Assisting the chancellor in the above functions are the Vice Chancellor for Academic Affairs, Vice Chancellor for Administration, Vice Chancellor for Planning and Development, and Vice Chancellor for Research, the deans of colleges/academic units and the directors of the academic support offices. Depending upon the strategies of the incumbent administration, Special Assistants (SA) to the Chancellor may be appointed on specific fields as deemed important (i.e. SA for Information Technology, SA for Special Projects, etc.)

Course Description:
The National Service Training Program is a three-unit course enrolled in two, not necessarily, consecutive semesters. The first semester covers the theoretical aspects conducted inside the campus while the second semester is the practical part for off-campus activities or partnerships with institutions and the community for student immersion and deployment.
In the course, the students are given the option to take any of the three NSTP components: Reserve Officers’ Training Corps (ROTC), Civic Welfare Training Service (CWTS) and Literacy Training Service (LTS). The ROTC is taken in UP Diliman with the Department of Military Science and Tactics (UP DMST), while CWTS and LTS is offered by the respective departments of the various colleges in UP Manila.
Students taking ROTC only need to attend the first meeting/orientation with their home College then they will attend the sessions for the entire course with the UP DMST. The ROTC students are created a separate section for ROTC 1 and ROTC 2 in their college. The SAIS section is tagged to the UPM NSTP Director. The DMST provides a certification of grades and the Director will post the grades in SAIS.
For CWTS and LTS, the College of Arts and Sciences offers both CWTS and LTS, the College of Pharmacy offers LTS only, while the rest of the Colleges offer CWTS only. The students may opt to choose a different NSTP component from what is offered in their department or college. They have the option to go to another department in UP Manila where it is available. The arrangement for inter-department or inter-college choice of CWTS and LTS will be facilitated by the College Secretary’s office where the student is enrolled.
According to the Implementing Rules and Regulations of the NSTP Law (RA 9163), all
incoming freshmen students are required to complete one (1) NSTP component of their choice, as a graduation requirement. Each of the aforementioned NSTP components shall be undertaken for an academic period of two (2) semesters. Thus, it is required for the students to be enrolled in the same component for NSTP 1 and NSTP 2.
Course Objectives:
To enhance civic consciousness and defense preparedness among the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components namely ROTC, CWTS, and LTS.
Specific Objectives:
CWTS
Aims to engage students in activities contributory to the general welfare of marginalized sectors/communities for the improvement of health, education, public safety, recreation, and morale of the citizenry and other social welfare services.
LTS
Aims to train students to teach literacy and numeracy skills to children, out-of-school youth, and other segments of society in need of this kind of services. It also aims to develop a deeper understanding of the role of education and transfer of skills for marginalized sectors of society for social transformation and development.
ROTC
Designed to provide military training to tertiary level students in order to motivate, train,
organize, and mobilize them for national defense preparedness.
*The course implementation of NSTP in UP Manila is devolved to the different colleges. Therefore, the learning outcomes for the course may be unique to the respective college/department.
